I living in government housing (projects) building. Will I get in trouble if i rip off the latex paint?

I accidently rip some off and underneath it’s like nice white wall..no thick yellowish paint. Can i rip it all off? it’ll look better but will i get in trouble?
i been living here 10 years. but the paint is so ugly and is prison like quality i want it off and paint it myself maybe.

Yes. Just ask them to fix it. If you rip it off it’s destruction of property.
