Which breed of dog should I get if it will be living with a 3 year old cat?

I would like a dog of about 40cm in height, reasonably short fur, not needing alot of food ($10 or less spent on food each week) and one that would get along with my cat. Prefrebly no longhaired breeds so I would not have to spend alot of money on grooming. Thankyou!
P.S My cat can be territorial and is way past his kitten ages.

I would try a pug. Pugs are a very friendly breed. I have 2, and they pay no attention to cats at all.
